About this registry
The National Skill Passport registry records the skills, qualifications and work experience of students, apprentices, skilled workers and professionals, and issues each of them a card and a certificate that an employer or authority can check.
Who operates it
The registry is operated by PPM Consultant (SMC-Private) Limited on behalf of PPM Consultant (SMC-Private) Limited, the issuing authority. The issuing authority is the body in whose name passports are issued and whose public key signs every card and certificate.
The operator runs the website, the registry desk and the verification service. Registry officers at issuing points check applicants' documents and issue passports.
Pilot scope
The registry is currently running as a pilot. [[OWNER TO CONFIRM: pilot scope, for example districts, institutes and number of applicants covered]]
During the pilot, a passport confirms that the registry has checked the documents presented by the holder. It does not replace a qualification, a licence or a national identity document.
How registration works
- The applicant completes the four-step form, alone or with help from a registrar at an issuing point, and confirms a mobile number with a one-time code.
- A registrar checks the identity document and the skills evidence.
- A second officer approves and issues the passport. The officer who checks a record cannot be the one who issues it.
- The holder receives an NSP ID, a PVC card and a certificate.
How verification works
Anyone can check a passport on the Verify page.
- By NSP ID or serial. The registry confirms the holder's name, skills and whether the passport is valid, suspended, expired or revoked. No photograph is shown.
- By scanning the QR code. The QR code carries a token signed with the registry's Ed25519 key. The registry checks the signature against the key published in its issuer document. Because a scanned token shows the verifier is holding the card or certificate, the holder's photograph is also shown.
Identity numbers, dates of birth, addresses, telephone numbers and email addresses are never shown to a verifier. Every check is logged.
Assurance levels
| Level | What it means |
|---|---|
| NSP-1 | The applicant has confirmed control of a mobile number. |
| NSP-2 | A registrar has seen the applicant's identity document in person. |
